The State of New Hampshire, Department of Education, Division of Learner Support & Bureau of Special Education has a full-time vacancy for a Special Education Consultant.

SCOPE OF WORK : Authorize and administer the effective operation of educational programs within the NH Department of Education, implements Special Education and other complaint processes, constituent services and rule-making objectives by reviewing recommendations, interpreting data, drawing conclusions and planning and promoting short and long term goals or strategies. Plans, develops and coordinates educational programs.
ACCOUNTABILITIES :
Analyzes, monitors, and interprets matters of educational law, departmental policy, rules and regulations to ensure compliance with federal and state regulations. This includes the monitoring and maintenance of a records retention policy for special education, updating the exceed chart as necessary, and ensuring the special education Ed Rules are in compliance with state and federal law.
Evaluates and monitors special education and other complaints, coordinates due process hearings and supervises corrective actions. Provides educational leadership and technical assistance to local school districts, parents of students with disabilities, attorneys, and the general public.
Provides Ombudsman support as necessary by delivering technical assistance to a variety of stakeholders including parents, educators and the community regarding the special education process through maintaining the Bureau’s Education Consultant on call process for phones.
Develops and interprets departmental policy, rules and regulations to local school districts, parents of students with disabilities, and the general public. Supervises local education agencies in the development of education programs and in the appropriate application of rules and laws in special education and other areas pertaining to complaints and investigations.
Provides testimony when requested regarding proposed changes in state laws affecting the education of children with disabilities.
Monitors school districts within area of responsibility to ensure compliance with federal and state laws and regulations pertaining to the education of students with disabilities. Provides technical assistance and support for the implementation for individualized education program. Advises parents, school boards, attorneys, and professional organizations on matters concerning special education programs within the State.
Creates, designs and develops materials to assist the parents, educators and the public in understanding state and federal law regarding the education of students with disabilities.
MINIMUM QUALIFICATIONS:
Education : Possession of a Master of Education degree from a recognized college or university, or a Master’s degree in Special Education or a related field.
Experience : Seven years’ responsible experience in the field of education, five years’ of which must be relevant experience in Special Education.
License/Certification: Special Education Certification, possession of a valid driver’s license.
SPECIAL REQUIREMENTS: Verification of education credentials by designated Department of Education personnel.
