Location

The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site 3 days per week and off-site as needed. This position will work a mix of in the office, in the field, and remote. Employees must work within the state of Colorado on their off-site days. In this position you can expect to begin work in the Denver Post Building and then starting in late 2024 or early 2025 the Wellington Webb Building, both in the heart of Denver.

DDPHE works collaboratively with city, state and community partners to conduct education, community engagement, and enforcement to promote healthy people, healthy pets, and a sustainable environment. DDPHE oversees a number of services related to public health and the environment and is comprised of six divisions: Division of Shared Services and Business Operations; Community & Behavioral Health; Public Health Investigations; Denver Animal Protection; the Office of Medical Examiner; and Environmental Quality. As the Environmental Public Health Cannabis Investigator II, you will support and conduct environmental health inspections and investigations of regulated marijuana grow facilities to ensure compliance with environmental health regulations and laws. The position will oversee facilities’ Odor Control Plans (OCPs) that govern the effective odor control of cannabis facilities, which will include often unannounced inspections of Denver area marijuana grow operations. This position will also develop expertise in OCPs as they apply to other industrial sectors (pet food manufacturing, coffee roasters, etc.).

Specifically, as the Environmental Public Health Investigator II you will:

  • Serve as Environmental Quality’s central point of contact for air quality matters for the cannabis industry.

  • Conduct full-performance level environmental inspections and investigations or analysis of environmental health issues and recommends corrective, enforcement or environmental health management action at regulated marijuana grow facilities. Primary assignment will be investigations and inspections of marijuana grow facilities focusing on nuisance odor emissions, facility recordkeeping, facility training, etc.

  • Provide complex technical assistance, education and training about environmental regulations requiring the employee to exercise judgment in selecting the most pertinent guideline and recommending alternative actions.

  • Distribute information to the public, affected industries/businesses and other governmental agencies.

  • Collect field samples, environmental health related data or information as necessary for laboratory or trend analysis.

  • Previous experience with public health and environment regulatory compliance investigations and inspections of marijuana grow facilities.

  • Previous experience with public health and environment emergency response activities.

Required Minimum Qualifications

  • Education requirement: Bachelor's Degree.

  • Experience Requirement: Two (2) years of experience conducting environmental public health investigations or environmental public health management activities.

  • Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.

  • Additional appropriate education may be substituted for the minimum experience requirements.

  • License/Certifications: Requires a valid Driver's License at the time of application.

  • Licenses and certifications must be kept current as a condition of employment.
