Job Description
Summary Leads the Contracts Management team in all facets of contract formation and contract management. Contributes to the development and execution of short and long range objectives, as well as the development of strategic and tactical plans.
Responsible for developing and maintaining the KCNSC DOE/NNSA-approved contractor procurement system and related processes. Ensures strict adherence to established, approved procurement processes to comply with DOE procurement requirements and regulations. Assists General Counsel in Prime Contract Administration. Advises management direction regarding the disposition of high value procurements. Demonstrated expertise within the field of purchasing and contractor procurement compliance.
Duties and Responsibilities - Maintains approved Contractor Procurement status for KCNSC through extensive review and adherence to regulatory compliance standards.
- Interface with KCFO to formulate and implement procurement systems utilized in Kansas City, New Mexico, and the Supply Chain Management Center (SCMC).
- Analyzes DOE and government procurement requirements and develops, refines and administers KCNSC contractor procurement policies and processes to ensure compliance with DOE requirements.
- Measures, analyzes and evaluates business performance on contracts management.
- Reports status and recommends actions to DOE, NNSA and management representatives.
- Coordinates organizational preparation for and influences/recommends management response to internal/external audits of the business, including Purchasing and SCMC organizations, including, DOE/NNSA PEER, DOE/IG, GAO, Congressional, ISO and similar reviews.
- Functions in a lead technical/advisory role providing guidance to the business, especially Purchasing, Supply Chain Management, & Global Security regarding procurement activities.
- Responsibility for communication and training of best practices in process for contracts management to the business.
- Represents management in technical and administrative matters, performing specialized tasks; works directly with local DOE/NNSA representatives as primary contractor procurement compliance representative.
- Assists KCFO in developing, establishing, and executing their Annual Oversight Surveillance program of FM&T procurement activities.
- Reviews and updates templates utilized across the business.
- Focuses on the continual improvement, especially with regard to speed, quality, and simplicity of contract formation and management processes, without compromising compliance.
- Uses six sigma / lean methodologies and global resources to reduce inefficiencies and improve responsiveness.
- Leads a contracts team and collaborates with other teams, ensuring organizational effectiveness and standardization.
- Responsible for staff competency and professional development, driving performance consistent with functional objectives.
- Provides independent and objective contract evaluation.
- Advises management on contractual rights and obligations and provides interpretation of terms and conditions.
- Contributes to the development of strong working relationships with customers, ensuring high customer satisfaction.
You Must Have - At least 10 years relevant experience, including three years or more experience in government contract administration.
- Bachelor's degree in business or technical discipline.
We Value - Supervisory experience preferred.
- MBA and Certified Purchasing Manager certificate preferred.
- Six Sigma Certification preferred.
