The State of New Hampshire, Department of Education, Division of Learner Support & Bureau of Special Education Support has a full-time vacancy for a Training & Monitoring Education Consultant.

SCOPE OF WORK : To implement the effective operation of educational programs within the Bureau of Student Support, Division of Learner Support by reviewing recommendations, interpreting data, drawing conclusions and planning and promoting short and long- term goals or strategies that impact students with disabilities ages 3-21.
ACCOUNTABILITIES :
Evaluates and monitors local educational agencies and private special education programs to ensure compliance with federal and state laws and regulations pertaining to the education of students with disabilities. Develops and implements policies and procedures governing in-state public and private special education programs and assists with the data collection for compliance indicators.
Reviews, analyzes and approves new special education programs in accordance with New Hampshire Standards for the Education of Students with Disabilities.
Reviews and approves local education agencies (LEA) applications for federal funding under the Individuals with Disabilities Education Act for Part B and Part B section 619.
Organizes training sessions on the effectiveness of local education agency requirements and efforts to provide a free appropriate public education to students with disabilities through analysis of programs, as well as provides technical assistance to LEAs regarding secondary transitions.
Serves as the liaison to the Bureau of Vocational Rehabilitation.
Analyzes and interprets federal and state legislation and regulations for the purposes of implementing educational programs to ensure compliance with accepted state and departmental policies or regulations.
Provides testimony when requested regarding proposed changes in state laws affecting the education of disabled children.
Creates, designs and develops materials to assist and instruct the educational community, parents and other involved agencies.
Advises local education agencies, parents, school boards, attorneys, and professional organizations on matters concerning special education programs within the state.
MINIMUM QUALIFICATIONS:
Education : Master’s degree from a recognized college or university with a major study in education, special education or a related field.
Experience : Seven years’ experience in the field of education or special education, five years of which must be relevant experience in the area of special education.
License/Certification : Must possess a valid driver’s license or have access to public transportation for statewide travel and eligibility for NH Educational certification.
